Hubert Payne was born in 1884 in Otterton. He was the eldest of three children of Stephen and Emily Payne. The family lived in Roper’s Farm, which his father farmed as well as being a carrier. His sister, Alma, married Cecil Till, another of the men on the Otterton war memorial.
Hubert was listed in the 1911 census as a bricklayer. At the end of 1911 he had married Pollie Law of Exmouth, and in 1914 they had a daughter, Phyliss. They are all three buried in the same grave in Otterton Churchyard.
Hubert was killed in an explosion in the munitions factory in Scunthorpe, Lincolnshire, where he worked. There are no records to show when or why he became a munitions worker.
